      Description:
      Currently, when in add/edit mode of a site or any other element, only the element being edited is displayed on the map in isolation. This limits context and spatial awareness for users.

      Requirement:
      Implement the ability for users to toggle visibility of different map layers while in add/edit mode, allowing them to see and identify nearby sites/elements for better context.

      Acceptance Criteria:

      • User can access layer selection controls while in add/edit mode
      • Selected layers display properly alongside the element being edited
      • User can identify/select nearby elements from visible layers
      • The primary edit functionality remains unaffected by this change
