Please add new attribute name “Layer Rate” in lambda service & Lambda report as customer requested to parse the same.

Updated the Lambda Service creation logic to pass the Lambda Service layer rate as a parameter from the beginning of the service creation flow, Refactored methods parameters accordingly, ensuring the Layer Rate is correctly derived from the service object instead of relying on values only available at the update stage.
