This API creates or updates a SrdServiceRessources record on the request's base milestone. It stores network resource fields along with tasConfirmation and availableDesigns, which control what design options are shown to the designer during the SELECT_DESIGN task.
Tested using request 02, service FBB:

UI Verification:
Open request 02 then Service Resources tab then new row FBB appeared.
After checking the logic and testing a scenario locally, I reviewed the behavior and the modified table. The test passed successfully.
