Description
• We are facing issues while creating upgrade requests for fixed and mobile( Req#1409),
(it goes directly to solution_acceptance task).
Upgrade service type is not working well as checked on prod and on staging for all services

As per our flow and previous requests:
• Mobile Coverage services skip the REQUEST_ACCEPTANCE task.
• Not all services are upgradable.
• Services that do not support upgrades include:
o Fixed Line
o SIP
o ISDN
o Fax
o WFBB
o Mobile Coverage
• Mobile Coverage supports only the following service types: NEW, TENDER, and STUDY.
