KQI Created even for 0 outdated dumps

          Description

          We are currently receiving KQI tickets even though there are no discrepancies in our dumps. We believe tickets should not be generated if there are zero outdated dumps. This issue started after the empty description commit.
          Could you please investigate and help resolve this?

            Dears @Abir Messaikeh @Mohan Singh Rathor,

            Regarding the issue of receiving KQI tickets despite the outdated dump files count being zero, I have reverted the changes from the last commit, which may have caused this behavior. The fix will be included in patch 3.7.0.1335.
            Additionally, the empty description issue will be addressed later if it persists after reapplying the patch.
